Global Hindu Heritage Foundation is very happy to inform you that we have appointed four Pracharaks and Bala Samskar teachers in and around Cachar City in Assam.  Cachar is an administrative district in the state. The district headquarters, Silchar, is one of the most important business centers of Assam. In 2006, the Indian government named Cachar one of the country's 250 most backward districts out of a total of 640.
                Sri Samrat Dutt from Cachar has been coordinating and organizing activities in ASSAM– Ghar Waapasi and Bala Samskar and other activities. He was responsible for identifying four Pracharaks – two males and two females. He also identified 7 teachers for  Bala Samskar. He even found three villages where Bala Samskar Kendras are being sponsored by them. GHHF would like to express our appreciation to Samrat Ji for his passion and determination to coordinate and supervise these activities.
               His concern for the aggressiveness of Christians and Love Jihad by Muslims helped GHHF to organize these activities. We are grateful for his passion, dedication, and leadership qualities in organizing many of these activities.

Azaan is banned in Assam through Loudspeakers During Certain Times

               Samrat Dutt is working hard to ensure that the laws are implemented with regard to the use of loudspeakers when Mosques play Azaan. GHHF, Assam submitted a memorandum to the District administration and Pollution control board from various mandals few months back.

After our continuous effort, the District Administration was bound to issue notice to all the Masjid Committees not to use the loudspeakers at night and morning.  On April 5, 2022, a meeting was called to intimate this progress to us. Today in our local newspaper it has been published (red lines) that the Imams Committee urged all Mosque Committees not to use loudspeakers for azaan at night and morning also. This is a partial victory. GHHF Assam is going to make sure Azaan is restricted based on the Noise Pollution Act. We will pursue this matter to ban the loudspeakers.

Global Hindu Heritage Foundation, Assam has been agitating on this issue alone and we made the administration compelled to listen to our point ultimately the Administration had to call for a meeting on this issue. In our memorandum, we cited various citations from Hon’ble High Courts and Supreme Courts. We also told the administration that in case no action is taken we have to file a PIL in Guwahati high court.  At last, Administration has taken our point seriously and Muslim Mosque Imam Committees without any arguments issued instructions not to use any loudspeakers for azan at night and morning. Our half target was, and achieved but we shall continue our fight till the complete removal of loudspeakers from mosques.

The Supreme Court of India in 2005 quoted Bhagavad Gita emphasizing the importance of delivering the messages or religious sermons only to the interested people, not to the people who do not want to listen.

In the Bhagavad Gita, Krishna says to Arjuna: "This secret gospel of the Gita should never be imparted to a man who lacks penance, nor to him who is wanting in devotion, nor even to him who lends not a willing ear; and in no case to him who finds fault with Me... He who, offering the highest love to Me, preaches the most profound gospel of the Gita among My devotees, shall come to Me alone; there is no doubt about it" (18.67-68).

“So the use of loudspeakers cannot be a must for performing any religious act. Some argue that every religion asks its followers to spread its teachings and the loudspeaker is a modern instrument that helps to do this more effectively. They cannot be more wrong. No religion ever says to force the unwilling to listen to expressions of religious beliefs.”

Since that time many States obtained clarification from the High Courts. The Allahabad Court ruling seems to convey the message of the High Courts across India.  “We are of the opinion that azaan may be an essential and integral part of Islam but its recitation through loud­speakers or other sound-amplifying devices cannot be said to be an integral part of the religion warranting protection of the fundamental right enshrined under Article 25, which is even otherwise subject to public order, morality or health and to other provisions in part III of the Constitution.”
