Cachar is an administrative district in thestate. The district headquarters, Silchar, is one of the most importantbusiness centers of Assam. In 2006, the Indian government named Cachar one ofthe country's 250 most backward districts out of a total of 640.
                Sri Samrat Dutt fromCachar has been coordinating and organizing activities in ASSAM– Ghar Waapasiand Bala Samskar and other activities. He was responsible for identifying fourPracharaks – two males and two females. He also identified 10 teachers for Bala Samskar. He even found three villages where Bala Samskar Kendras arebeing sponsored by them. We are grateful for his passion, dedication, and leadershipqualities in organizing many of these activities.ASSAM GHHFAdvocates submitted Memorandum to close down SlaughterhousesOn April 28, 2022, GHHF Hindu Advocates Forum, submitted amemorandum to ADC Shri Sadhan Sarkar to close down slaughterhouses and beefshops in various areas including Muslims dominated Sonabarighat, Assam. AdvRantankur Bhattacharya , Adventure Ratnadwip Pal, Adventure Nargis Bhowmik and Adv Samrat Dutt went in person to submit theMemorandum. We are preparing the rest of the legal process based on AssamCattle Preservation Act 2021.Our Advocates group mentioned in the memorandum that illegalslaughterhouses and beef selling shops are still functioning after the Act waspassed. They also indicated that they still beef within the 5 mile radius ofHindu Temples. The requested the Deputy Commissioner of Cachar to follow theAct which says,             “….No person shall directly or indirectly sale or offer, expose for sale of beefor beef products in any form except at places permitted to do so by the competentauthority.             Provided that no such permission shall be granted in such area or areawhich are predominantly inhabited by the Hindus, Jains, Sikhs, and other non-beefeating communities or within a radius of 5KMs of any Temple, Satra or otherreligious institution or areas my be prescribed by the competent authority.”HistoryBehind the Passage of the ACTOn December 23, 2021, The Assam assembly on Thursday passedseveral amendments to protect the cattle that tightened the slaughter guidelines but restricted inter-districtmovement in most districts. While passing the Assam Cattle Preservation Bill, 2021, on July 12,Chief Minister Himanta Biswa Sarma said its primary objective was to check thesmuggling of cows to Bangladesh. It also seeks to restrict the sale of beef inareas dominated by non-beef consuming communities and within a 5-km radius oftemples and ‘satras’ (Vaishnav monasteries) formed by the 15-16th centurysaint-reformer Srimanta Sankaradeva.

The Bill says no one will be allowed to sell beef or beefproducts in any form except at places permitted by the government. Beef willnot be allowed to be sold in areas predominantly inhabited by Hindus, Sikhs, Jains,and other non-beef-eating communities or within a radius of 5 km of any temple,‘Satra’ “or other religious institutions belonging to the Hindu religion, or anyother institution or area as may be prescribed by the competent authority”.The Himanta Biswa Sarma government on Monday tabled a Billin the Assam assembly which seeks to ban cattle slaughter and sale of beef inparts of the state where Hindus, Jains, and Sikhs are in a majority or within afive-kilometre radius of a temple or Satra (Vaishnavite monasteries).The Bill also says cattle can be transported from onedistrict to another and outside Assam, for the purposes of slaughter, only whenproper documentation is available.While many states have laws that restrict or ban the slaughterof cattle, Assam’s is the first one that proposes to ban the trade andslaughter of cattle in specific areas.Offenses under the new proposed law – Assam CattlePreservation Bill 2021 – will be non-bailable. The Bill prescribes punishmentof no less than three years in jail and/or a fine that may vary between Rs 3lakh and Rs 5 lakh. If someone is convicted under the law a second time, thepunishment will be doubled, according to the Bill.Sarma, after introducing the Bill, said the “new legislationseeks to ensure that permission for slaughter wasn’t granted in areas that arepredominantly inhabited by Hindu, Jain, Sikh and other non-beef-eatingcommunities or places that fall within a five-kilometre radius of a temple,satra, and any other institution as may be prescribed by the authorities.”Exemptions might be granted for certain religious occasions,he said.The chief minister further said that the new legislation wasnecessary because the existing Assam Cattle Preservation Act, 1950 lackedsufficient legal provisions to regulate the slaughter consumption andtransportation of cattle in the state.
