Whenever injustice occurs, there is often one person who finds the courage to question it and take the first step forward. When that determination is supported by proper legal guidance, committed individuals, and an organized institutional effort, that struggle no longer remains the fight of a single person. It becomes a movement. The struggle led by Sri Attuluri Rajesh in Kadiyadda Village, Tadepalligudem Mandal, West Godavari District, is a powerful example of this.

For years, Sri Attuluri Rajesh had been raising concerns about the ‘Bible Mission Church’ operating near his residence in Kadiyadda Village. Local residents had raised objections to issues such as the use of loudspeakers at high volume and the disregard of their concerns. There were also serious local objections regarding the activities being carried out there. When repeated efforts failed to bring about a change, he decided that the matter could not simply be left at the level of verbal complaints and resolved to pursue it through lawful means.

In the initial phase of this struggle, Sri Anneni Satyanarayana and Sri Thota Ramakrishna , GHHF In-charge for the North Andhra districts, stood firmly by Sri Attuluri Rajesh. They took the lead in approaching the authorities, submitting repeated complaints, and obtaining crucial government records and information through the Right to Information Act (RTI). Their efforts ensured that the issue was gradually moved beyond allegations and placed on the basis of official records and documentary evidence.

However, despite several efforts at the local level, when the matter failed to receive an appropriate resolution, it was taken up by the Global Hindu Heritage Foundation (GHHF) under the leadership of its National General Secretary, Sri Thunuguntla Rajesh . After examining the government records and crucial information obtained through RTI, and conducting a detailed study of the relevant legal issues, GHHF decided to take the matter forward through the legal system. Based on the evidence collected, a case was filed in the Hon’ble High Court of Andhra Pradesh in the name of our activist, Sri Attuluri Rajesh, as the petitioner, resulting in W.P.No.34684/2025. This was not merely an individual pursuing a case on his own; it was a matter that Sri Attuluri Rajesh had brought forward locally and that GHHF had institutionally taken up, providing the necessary legal support and guidance and carrying the struggle all the way to the High Court.

From the very beginning, Sri Thunuguntla Rajesh, National General Secretary of GHHF, closely supervised the matter on behalf of the organization. The nature of the land, its original assignment, the legality of its subsequent transfer, the permissions required for the construction, Gram Panchayat approval, the Approved Building Plan, and the prior approval of the District Collector required for a religious structure were examined one by one. The available government records and legal provisions were studied comprehensively, and the matter was systematically pursued by identifying the legal responsibilities of the concerned authorities at every stage.

GHHF has always followed a clear approach in dealing with legal and public-interest issues. It does not merely make allegations against individuals; it examines what the law provides, what the government records establish, where the violation has occurred, what authority the concerned officials possess, and what lawful action needs to be taken . A representation is not submitted and then forgotten. The matter is followed up until a lawful resolution is reached. The same approach was followed consistently throughout this case.

The matter ultimately reached the Hon’ble High Court of Andhra Pradesh, and on 15.12.2025 , the Hon’ble Court passed directions in W.P.No.34684/2025 . The Court directed the District Collector and the Gram Panchayat authorities to examine the representation and, if it was found that the construction had been made without the required permissions, to take appropriate action in accordance with law. The Court also directed that the concerned person be issued a show-cause notice, given an opportunity to submit an explanation, and that a reasoned order be passed thereafter.

The High Court’s order did not mark the end of the struggle. Instead, it brought the matter into an even more important stage of the legal process. The Kadiyadda Gram Panchayat authorities issued successive notices, providing an opportunity to produce title documents, assignment records, transfer documents, an Approved Building Plan, Gram Panchayat permission, District Collector permission and other relevant documents. Despite being given an opportunity to participate in the proceedings, the required documents were not produced. Following the enquiry, the Panchayat Secretary issued a Speaking Order on 20.06.2026 .

In that Speaking Order, the Bible Mission Church construction was held to be an unauthorized construction for want of the required statutory permissions . The order recorded that no Approved Building Plan, Gram Panchayat Building Permission, or District Collector permission required for the religious structure had been produced. Sri Gelam Israel was directed to voluntarily remove the unauthorized construction within 10 days. However, even after the expiry of that period, the structure remained standing.

At the same time, a crucial development took place with regard to the land itself. The Revenue authorities conducted an enquiry into the transfer of the assigned land and found that the transfer had been made in violation of the applicable law. Consequently, on 18.08.2026, the Tahsildar, Tadepalligudem, through Roc.No.965/2026, ordered the resumption to the Government of the 240-square-yard Assigned House Site in Plot No.30 of R.S.Nos.252 & 256. The order also directed the concerned authorities to take possession of the land and initiate necessary further action regarding the unauthorized construction.

Thus, on one side, the Panchayat proceedings established that the construction was unauthorized, while on the other, the Revenue authority ordered the assigned land to be resumed to the Government. These two crucial developments brought the four-year struggle to a decisive stage. Finally, the premises were secured/sealed by the authorities .

That seal on a door is not merely a mark placed on a building. Behind it lies four years of perseverance. It represents the courage of Sri Attuluri Rajesh, who first raised his voice locally and refused to give up. It represents the efforts of Sri Anneni Satyanarayana who stood by the struggle from the beginning. It represents the service of Sri Thota Ramakrishna, GHHF In-charge for the North Andhra districts, who played an important role in RTIs, official complaints and continuous follow-up. And it represents the leadership of GHHF National General Secretary Sri Thunuguntla Rajesh , who institutionally took up the issue, examined its legal dimensions, facilitated the legal battle in the name of Sri Attuluri Rajesh, and closely followed the matter through every stage.

Despite the obstacles and pressures they encountered, those involved in this struggle did not step back. They did not view this merely as a question concerning one building. They saw it as a question of whether the law must apply equally to everyone; whether the illegal transfer of Government-assigned land should be questioned; and whether construction carried out without the required permissions should be dealt with in accordance with law. 

This victory sends an important message. When an ordinary citizen has the courage to question injustice, when committed activists stand beside him, and when the issue is pursued with proper evidence, through lawful channels and with perseverance until the end, change is possible. The process may take time and the road may be difficult, but a lawful struggle backed by facts and persistence is never wasted.

However, the sealing of the premises does not mark the end of GHHF’s struggle. This is only the first victory. The ultimate objective is to ensure that the appropriate legal process is completed and that the unauthorized structure is fully removed in accordance with law. The resumed Government land must be brought completely under Government possession, and appropriate action must be taken by the concerned authorities regarding the violations established in the proceedings. GHHF will continue its legal and institutional follow-up until these objectives are achieved.

The organization also expresses its heartfelt gratitude to everyone who directly or indirectly supported this struggle.

The 16-year-old unauthorized church has been sealed. This is the first victory in a four-year legal battle. But GHHF’s Dharma struggle will not stop until the unauthorized structure is completely removed. GHHF will always stand with every Hindu who chooses to challenge injustice through lawful means.
